Joe Dee Barlow is a partner in Barlow Jones, LLP, the oldest, and one of the most respected law firms in Bay Area Houston. He launched the firm in 1967 under the name Jordan, Davis and Barlow and watched the company grow over the years to include other partners and areas of expertise. Today, the attorneys at Barlow Jones, LLP have 65 plus years of collective experience in general civil practice ranging from banking to real estate, civil litigation, corporate, strategic partnerships, estate planning, bankruptcy, and appellate services in both state and federal courts.

With nearly five decades in the legal industry, Mr. Barlow focuses his practice in the following areas: banking, preparation of loan documentation for lenders, structuring of business loans for borrowers and serving as a third-party consultant for lender liability and litigation matters.

Through his corporate/partnership expertise, Mr. Barlow assists clients in their business structure, be it corporations, limited partnerships, limited liability companies, joint ventures or strategic partnerships. Additional real estate practice areas include formation of homeowner’s associations, preparation of deed restrictions, securing financing for owner/borrowers from both in-state and out-of-state lenders, as well as, assisting developers in site selections for office buildings, shopping centers, business parks, residential subdivisions, and office warehouses.

Among the many clients that benefit from retaining Joe Barlow as counsel include Truity Federal Credit Union (Oklahoma), Homeland Title Company, First American Title Company, Clean Coast Technologies, Inc., Spinnaker, LLC, Baywind Village Convalescent Center (nursing home), ATA Associates, Inc., IBI Group-Bay Architects, Inc., Bay Tech, Inc., Nova Molecular Technologies, Inc., and Watkins Properties, Inc.

Mr. Barlow is a strong believer in giving back to his community. One of his most noted achievements in the Bay Area Houston region was helping to spearhead the creation of an independent civic organization dedicated to addressing development issues facing the growing community. In 1987, he teamed up with other talented individuals in the community to create the Clear Lake Area Economic Development Foundation now known as the Bay Area Houston Economic Partnership). This nonprofit organization promotes the growth of the Bay Area Houston region through the retention, expansion and recruitment of jobs in target industries, including aerospace engineering, bioscience/biotechnology, chemicals/plastics, information technology and communications. Mr. Barlow has previously served as chairman of the board.

Community endeavors include serving as Chairman of the Board of the Clear Lake Area Chamber of Commerce, Chairman of the Board of Trustees for Clear Lake Regional Hospital and Vice Chairman of Clear Creek Education Foundation. He is an Advisory Director at Memorial Herman South East, and member of the Dean’s Circle at Texas Tech University. He is a member of the Houston Bar Association, State Bar of Texas, and a member of the College of the State Bar of Texas, 2006. From 1958 to 1966, he also served in the Texas National Guard.

A seventh generation Texan with Ottawa Indian ancestry, Mr. Barlow earned a bachelor of science degree in speech communications from Texas Tech University in 1963. He later attended the University of Houston College of Law and graduated with his Juris Doctorate degree in 1966. That same year, he was admitted to the Texas Bar and the U.S. District Court, Southern District of Texas. Joe has been married for 48 years and has two daughters, Jessica Waller an ergonomic engineer with Lockheed Martin Fort Worth, Texas, and Dr. Jacqueline Barlow, an Assistant Professor at University of California at Davis. He and his wife Jeanette, reside in Friendswood, Texas. Joe Dee Barlow enjoys Martindale Hubbell’s highest AV rating. He is a member of the College of The State Bar of Texas. In 2011 through 2016, he was named one of the Top Rated lawyers in Texas by Houston Magazine. Joe was also recently named by the Clear Lake Chamber of Commerce as one of the 50 faces of Clear Lake, was selected Volunteer of the year for Secondary Education of Clear Creek Independent School District in 2014, and a recipient of the George B. Carlyle Award for the Clear Creek Education Foundation in 2015 and the Everyday Hero Award in 2015 selected by the Galveston Daily News.
